Waterfall enrichment
A waterfall improves coverage without paying every provider for every record. The primary source handles the bulk, and a secondary source is used only where confidence is low or a field is missing.
The economics only work when the fallback is rare. Running every contact through every source multiplies cost for a small coverage gain.
The discipline is in the confidence rule that decides when to escalate, not in the number of providers.
How we handle it
A secondary verification pass runs only on contacts that clear fit screening but fall short on phone or email confidence, and it is capped per list per day.
